VIEC Agenda

The 2009 Virginia Industry Environmental Conference is scheduled for September 16-17 at the new Westin Richmond. The VIEC is the premiere environmental, health and safety conference for Virginia businesses. Attendees will get the best information in the industry on everything from water supply regulation to climate change legislation. We have also added excellent pre-conference professional development training this year, including a track on industrial safety. In addition to terrific content, VIEC is an exclusive networking event for environmental product and service providers. There simply is no concentration of industrial leaders in one place in Virginia like this conference. Finally, the VIEC is unique in that it brings together businesses and Virginia's top regulatory leaders -the Virginia Department of Environmental Quality's Executive Team and Program Directors are partners in this event.

Report on Federal and State Initiatives:


The Department of Environmental Quality will present their annual program of information and discussion of existing, new, and proposed regulations impacting industry. Topics such as:

  • Minor NSR/Boiler MACT-Tamera Thompson, DEQ-Discussion of recent issues in minor NSR reporting, the Boiler MACT, and case-by-case 112 permitting.
  • Lab Certification-Fred Cunningham, DEQ and Cathy Westerman, VELAP-The changing role of DEQ with advent of the Laboratory Certification Program.
  • Stormwater-Burt Tuxford, DEQ-A brief on major changes in the recently reissued Industrial Storm Water GP legislation.
  • Solid Waste Regulations-Jeff Steers, DEQ-Status of the definition of solid waste and emission comparable fuel rates.
    • DSW-The DSW rule modified the regulations for recycling hazardous secondary materials to encourage recycling.
    • ECF-The ECF rule removed regulatory costs by reclassifying certain manufacturing byproducts as non-wastes. ECF is fuel that is produced from hazardous waste.

In the Air: Proposed Changes in Air Regulations:

The changes to air regulation on the horizon are significant and will have a substantial impact on your organization. Our panel will provide a view of the future and what may be expected of industry in areas such as:

  • MACT/BACT/CAIR-Mike Dowd, DEQ-Discussion of recent developments in the state-EPA relationship under the Obama administration, including the Clean Air Transportation Rule (CATR), the State Collaborative Process, and streamlining the SIP.
  • Air Toxic Monitoring-Chuck Turner, DEQ-Recent special monitoring studies conducted in Virginia, including toxic studies in Hopewell and Winchester and the Particulate Study in Southwest Virginia.

Changing Currents: Getting a Handle on Water Issues

New water issues can make your head spin. This panel on water regulation will highlight many of the key regulations and issues facing industry today and in the not too distant future. There will be discussion of issues such as:

  • Chesapeake Bay TMDLs-Alan Pollock, DEQ-The first part will present the VA prespective on facing the TMDL challenge. Lesson learned: Where are we going?; and building a better TMDL process. The second part will focus on the Chesapeake by TMDL, which appears to break the mold, both with how the EPA is developing the TMDL and what will be included in it.
  • Water Supply(Surface and Ground Water)-Scott Kudlas-DEQ-Issues in managing limited water resources while facing a growing demand.

The climage change issue is heating up with discussions on carbon mandatory reporting, carbon tax, cap and trade, technology and issues we have not identified yet.
